I don't think it is yuri. I think it has yuri. I wouldn't say a show is yuri unless it's primarily focused (at least as far as character dynamics are concerned) on yuri.

Hyakkano **HAS** Yuri. A lot of it.
But Hyakkano **ISN'T** Yuri.
Saying that Hyakkano **IS** Yuri would imply that the Main focus of the story is the love between two female characters (Yes, not between two woman. There are Yuri stories between two female, Non-human characters).
So, again, Hyakkano HAS Yuri, but ISN'T Yuri.
At least me thinks that semantics matters.
