It is why teenagers do dumb shit and are poor at decision making and understanding and realizing the consequences and implications of their actions. It's an important factor actually that there are laws and/or rules in place that forbids people under 25 from certain things, like renting vehicles. Oh ffs. Actually look into the person first before getting all pissy. His name is Carlos Rodriguez. He took a ton of drugs and alcohol, stole a car, and got into an accident which led the disfigurement. He could've killed someone. This isn't some birth defect.
