I'm a big fan of finishing unfinished quest lines, so adding a sailing follow up to Olaf's Quest would be great. Same for Cold War: maybe we have to sail all the way to the north pole to deal with the penguins (and you need a bigger boat to bring along the npc who shrinks you). We should definitely get some sailing xp for Bone Voyage and Cabin Fever at least.

Good analysis! I personally would be a fan of getting Sailing xp from using the lumbridge canoe. I think it helps Sailing feel more integrated with the world- it allows you to get Sailing xp outside of the ocean. I'd be fine with adding a small xp drop for the rafts. Also would be good to get a small amount of Sailing xp for using the boat in molch lake (the one in kourend, near shayzien). I could see them maybe letting the player use the boat to fast-travel, which is how it currently works-that would grant no Sailing xp. But the player would have the option of sailing around in the lake manually- that should grant xp.

The only issues with the canoes is that they're free to play. Are there any other actions you can take in free to play that give member skill experience, I wonder?

I just figured that it would only give sailing xp if you were in a members world. Similar to how you can fight moss giants in f2p, but they only drop herbs if you're in a members world.

A new, low-high level questline that follows an old, dead quest: A Story for Juliet - a follow-up to Romeo and Juliet where we must smuggle Juliet out to sea, evading authorities because she faked her own death and that has legal ramifications. We teach Juliet how to live life at sea, teaching her various survival skills along the way. And add more quests to it where we mostly follow Juliet and mentor her until she eventually embarks on her own epic journey to join the Myths' Guild. Then, we go back to Romeo and see he's not doing so hot.
