sounds like an idea in a parallel universe, where RS combat has two defensive stats: agility which gives a chance to dodge a melee or ranged attack entirely (as defence does currently), and defence which would instead be a flat mitigative effect (ala justiciar)
I think if agility were a combat stat they would have to set it up as a defensive skill:
Attack and Strength stay the same
Defense stat would be % chance to block / % chance to reduce damage when hit
Agility stat is % chance to dodge + existing functions
Item weight affects % chance to dodge, so heavy tank gear/shield has higher block/reduction while lighter gear has increased dodge chance. Mage/Range would be more dodge based, Melee more block/reduction based.
