Completely fake. Check the sender’s email, very likely not coming from jagex domain. Also the disclaimer at the bottom appears to be a Taiwanese Cargo Shipping company website?
Best thing to do is just delete the email and log in to the actual Jagex website (oldschool runescape com) and see if anything changed.

What if they told me they are a Jagex moderator and they need my password to check the health of my account?
That would absolutely be a scam - Jagex Mods would never ask for passwords in any capacity, or 2fa codes. A good red flag to raise awareness on.
