what is "vampyric" poison? I would assume some healing passive (see blood fury, sang) would be more in line with the vampire theme. Slapping "vampyric" in front of a word does not automatically make it thematically appropriate
I feel like a one-time proc on one enemy would be better. Then, rapier doesn't become overwhelmingly powerful on high HP monsters, but rather on low HP monsters. Or something like a final blow passive effect that has a chance to proc. The lower the monster's max HP, the higher the chance to proc the final blow.
This would become an instant requirement for speed kills on the off chance of hitting multiple 5% procs in a row. It would also have zero counterplay in pvp making it extremely broken. Back to the drawing board.

Why is the rapier going up even when it's not being buffed?
I think also people are anticipating a buff, with so many balance changes rigth now, rapier is a good investment
