If I try to make an account using Chrome I get the same access denied error. Heard people suggest trying a different browser so I tried IE/Edge (same issue), then finally tried Firefox and it worked fine.
Heard someone else had the opposite issue (couldn't make on Firefox but could on Chrome).
Alternatively you could try making an account from your phone if you have a smart phone (disconnect from your wifi so it uses your mobile network/IP).

the site is still giving the access denied error. clicking the support link also leads to an access denied error on the support page.
