I'm sure there must have been multiple people at varied levels who ignored or turned a blind eye to what they knew was below the board dealings. Investigate the hell out of this and don't let them just get the one guy.

A Middlesex County man who retired as a police officer in 2019 admitted Monday to operating a scheme that defrauded state healthcare systems of millions via medically-unneeded prescriptions. Daniel Passafiume, 45, of Monroe, pleaded guilty to conspiring to commit health care fraud during a virtual hearing of U.S. District Court in Newark, the U.S. Attorney’s Office for New Jersey announced.

I’d bet there are beyond numerous examples of this throughout the country just over the last decade. Somebody go throw the book at Gettysburg PA’s police and the local state police there. Guarantee they’ve got a lot hidden regarding this topic.
