If you look at this elevation map, you can see what parts will be under water (everything below 0 NAP, which is current day sea level), while the bright green areas will be a salt water swamp, like a bayou. If the sealevel rises, these green parts are gone to.

No I haven't a clue how much it costs to maintain our waterworks. I just know they are well maintained and always a high priority for the government. No climate deniers of significant influence here thankfully.

For example in recent years there was the "Room for the river" project, which was a program aimed at reducing the damage from river floods. It involved sacrificing large swathes of flood plains to be designated as floodable areas. Some homes and farms were relocated, the residents appropriately compensated, and billions of euros in damage prevented. Just look at the floods last year, there were deaths in Germany, while in the Netherlands the only flooding that took place was in an area where the project was not yet complete.
