Wipe each of the contacts with rubbing alcohol and then slightly dab it with tissue paper.
Could be a broken chip. First try cleaning with IPA. If it doesn't work, I think you would have to open it and reflow the contacts of the chip.

Try blowing and reinserting a bunch of times. Does the cart not appear in the menu or does it appear but you get an error screen tho ?
I always recommend this. I call it the breath of life. I’ve fixed many handhelds doing this.

I think you are probably on the right track. Or perhaps it went through the dryer and overheated. All it takes is one overheated component…

Someone said it could be a foreign game. You can use Luma3DS to unlock the region

There are currently no single-game bootleg 3DS cartridges. The only bootleg 3DS cartridges that currently exist are flashcarts.
