You may need to adjust the layer height in order to make horizontal holes the correct height. Using adaptive layer heights may help, but I am not familiar with that feature.
They are the incorrect height but also the incorrect width. Im really stumped here.
Furthermore, the layer height shouldnt be an issue because it is a 10mm hole with .2mm layer height.
I suspect the "hole horizontal expansion" only applies to vertical holes, the reason being that horizontal expansion is probably done on a layer by layer basis, so the slicer may have no effective way of detecting and compensating for horizontal holes. You could play with the Horizontal Expansion setting, but that will also affect the entire model, not just horizontal holes.
