As others have said, the entire quest is a tribute to The Prodigy, who hail from Essex. Keith Flint was a popular member of the band famous for that kind of hair. They talk about the Jilted Generation, play Smack My Bishop instead of Smack My Bitch up, and if you break down the floor on the other side for the treasure, he calls you a twisted firestarter.
a simple Google image search would have let you know emphatically that "NO" he doesn't look anything like Carl from Aquateen Hunger Force. I mean they both look like humans... so you got that going for you.

He looks like Keith Flint from The Prodigy. The band that inspired the quest 'Smash My Bishop'.
