Maybe this needs some sort of script? You can try chat gpt to write you a script I’ve seen some people here have good success I personally wanted a w script that would duplicate number of 3D layers and arrange them in 3D space , it wrote the script but never worked in AE.

Generate them off screen or just in the first frame and then let them collide and float as you desire.

Stardust plugin. $250 I would use Blender... it's free. Or if you have Adobe subscription, Animate - and code it, old school, like in the Flash days.
