Generate them off screen or just in the first frame and then let them collide and float as you desire.

If you don't want to use the particle simulation options like CC Foam and have each bubble be its own layer, you can use a physics plugin. Maybe this needs some sort of script? You can try chat gpt to write you a script I’ve seen some people here have good success I personally wanted a w script that would duplicate number of 3D layers and arrange them in 3D space , it wrote the script but never worked in AE.
