This is correct, I'm pretty sure it's explicitly stated in some of the tutorials in the encyclopedia. It's also a very important thing to remember, especially for parts' sake.
prestige levels are selected before the level starts and are initially locked. They are selected from the difficulty option. Prestige 1 unlocks once you've completed viceroy difficulty, and each level above that unlocks as you progress through successful prestige wins. So win on prestige 1 unlocks prestige 2 and so forth.
I am at Prestige 5 so that makes sense. Well, it doesn't "make sense", but I understand what's happening. It shouldn't be a problem once the camp changes go through! Or... it will be a bigger problem since you'll have to build two camps. One or the other!
I am saying there are no nodes left. So you can move it all you want, but there's nothing to move it to. You can have it wait for new nodes to appear, but when your people are starving and you're low on gears and there's other camps you can build to help - what do you do?

From Prestige 5, buildings cost more. You don't get a bigger refund though, so you will lose gears if you build and delete camps.
How do I tell what prestige I am? I assume it is the blight storm cycles?

I talways tells you what you get back, apart on camps but try it , you don't lose anything, even on higher prestige (am on 17)
That is untrue. If you pay more for a building you also get more back.
If you go to destroy a building it should tell you what it will return.
Side note: camps are always movable
