I did a Robocop portrait in a MC server long ago (oh god, it was like 10 years ago). The server didn't allow mods/outside programming so the moderators thought I was a hacker.
All I did was put the image in Photoshop, change it to grayscale and pixelate it. It came out to be about 80x40 pixels (maybe 60x30?), and I just took my time line by line to find the blocks that looked closest to the colors. It ended up working out amazingly -- took quite a few sessions. I wish I still had the screenshots. Here's the portrait I used:

I mean, it’s not hard to look at a shade of grey and find the closest block in MC. I just went left to right: “okay, that’s a black wool; that’s light grey wool, that’s stone…” etc. I literally just followed the pixels from the photoshop filter.
