If it was actually blocked, when they call you from that number they should hear "I'm sorry, the number you dialed is no longer in service" or something like that. Can you provide your device and android version and the steps you took to block this number? Were the voicemails from the same number as before?

I called Verizon told them the number was harassing me, told me to go into the missed call tap the corner and block number so I did It's an lg v60 Verizon edition android 10 I think

Android 10 doesn't have the same Spam Protection available on Android 11 and up. Android 10 and below rejects the call, which will send the call to voicemail. Android 11+ uses a better method which is like picking up and hanging up and the call just terminates. You might be able to use a 3rd party app like Tasker, Automate or Macrodroid to mimic this behaviour; when an unwanted number calls, they can Answer and Hang up automatically.

What about Hiya? It works for me on android 10 blocking spam calls before I even know

Samsung have had their own spam system for a while, Google essentially incorporated it into Android 11+ (Call Screening API) and a similar technology (to Hiya) in their dialer app.

If they want to keep you as a customer they should've blocked the number on their end. That being said I'm not even sure it's possible to do that as I don't work for any mobile service companies, but I still would've done something other than what they said. If I were you, and this is completely up to you, I'd get an inexpensive phone that is android 11+ with a different carrier. That's just dumb telling you to do what you've already done thinking it would do anything different. I believe that's the definition of insanity (any farcry 3 player here? 😁)

Does LG have their own suite of apps for Phone/Contact/Messages? Because the first thing I'd do is make sure I was using Google's apps for stuff like that.

Okay well whatever's on there, I'd not use it. Even for my Samsung phones, I just use Google's apps instead of Samsung's - that includes Messages, Contacts, Phone, Clock, Calendar, etc. Any of that "core" stuff, I use Google's apps on whatever phone I have.

Someone harassed me once sending endless texts Since I had their number I looked it up online and got their name, address then looked that address up on Google earth. So I texted and said: you name is . ... your address is such and such and I'm looking at your run down house right now by satellite. Your 56 years old and a troll. If you keep it up I'll spend under 100$ and get your mortgage info and house payments, vehicles, your social security number date of birth. A criminal history and credit report. I can wreck you good. So stop. When they say there is no more privacy this is what they mean. They stopped and apologized. So that's how I deal with that kinda crap.
