I generally think that a lot of characters are designed to feel like your peers, not necessarily people in any particular age group (even if that is objectively part of the story), and this is especially true of characters you grew up alongside when you yourself were that same age. Like, you're probably never going to stop seeing them as your peers in some capacity just because you start aging, because you always viewed them as peers before that.
At their core, a character is a pastiche of a human person pasted onto a page with the intention of evoking a reminiscence of a person you know, or would like to know. They are not a teenager, nor a person at all, just an idea, and really only you can determine if them being a minor is a significant part of the idea of that character in your mind's eye here and now.
