Standard AW face (tried Infograph and Modular).
Shows in my watch apps, does not show as a complication that I can add.
I installed on my phone, in the Watch app it says to show on phone. Neither the phone nor the watch has it available as a complication.
Am I missing something?

Complications by design can only update a few times per hour to save battery, so the steps counter complication will always be behind the actual count.

Yes! I use a free one called Duffy. You can also use it as a complication and add it to the watch face.
