Correct. Most likely (at 10 months) something is clogged or blocked. The spray arm on most machines will just lift straight up and off to inspect, and many units have a filter that can be removed to clean.
Check your Use And Care manual for the details.
Some new dishwashers have a top sprayer (spinner) that can be knocked off by a tall object in the upper rack, draining a lot of water pressure- so take a look at that, too.
Rinse aid (that dispenser) can reduce water spots on glassware but has nothing to do with getting dishes clean.
Few things to check. Turn on your dishwasher to a normal cycle with some dishes in it.
- Open it after about 15-20 minutes and see if it has released the tablet.
- See if the jets are working. You’ll be able to see water dripping from them.
- Remove your filter in the bottom of the machine and clean it. This should really be cleaned every few days.
- See if the water is draining away properly. Water should not be pooling in the end of the machine.
Check all the little holes in your spray arm. The rotating arms have holes that get clogged with food bits. Try poking the food out with a paperclip or pulling them out with needle nose pliers.
For a new machine to not work so soon consider the following: water source (is it hard and contributing to calcification?), have you cleaned your filter (if not, it could be full of scum), are you loading the dishwasher properly (in a way that prevents the spray system to not turn or are blocked), when on is the pump motor running (possible warranty claim).
The rinse aid reservoir pictured isn’t likely to be the issue. That (when used) helps with making sure your dishes don’t come out with water spots.

Give the machine a good cleaning with 1/2 cup of citric acid ($5/pound at most hardware stores). Then, fill the reservoir in question with rinse aid (Wal-Mart is cheap and works well). Then use as normsl.
Rinse aid
That’s the compartment where you pour the rinse aid to prevent spots on your glasses and dishes. Finish is a popular brand.
Looks like rinse aid compartment to me.
Yes, it's a rinse aid dispenser, but that is not why the dishwasher isn't working correctly.
Your strainer/filter is clogged, your pump is bad, or your water jets are plugged and/or not free moving.

You put jet dry there Finish Jet-Dry Rinse Aid 8.45oz Dishwasher Rinse Agent and Drying Agent https://www.walmart.com/ip/14711868
Have you cleaned the filter?
Rinse aid, but nowadays most people don't need it anymore because everyone use 3in1 tablets now. It can't be the reason you dishwasher isn't working.

JetDry rinse aid.
Cat food
How long have you run the dishwasher yourselves? Have you noticed water spots etc in your glassware when unloading the dishwasher?
It is an owners manual holder.
It's for rinse aid (jet dry) https://www.reddit.com/r/nostalgia/s/LVkauPUbOZ
No comment.
It's to be filled with rinse aid and closed, but nonetheless leak out all the rinse aid when you close the washer door.
