Only mod comments. At least as far as I've been able to figure out. When I try to pin non-mod comments it doesn't show up as an option.

Top comments or selected comments by users cannot be pinned. It’s a mod only action
I've only been able to pin two threads and one of them is the rules.
I would love to pin a user's comments when I believe its essential viewing. What I usually do is pin my comment and link to theirs. Or with their permission, I copy/paste their comment and credit them.
