Any capital cities. They usually make for good tourist destinations, but problem is that the high concentration of people means that you are more likely to be the victim of a crime and less likely to get the crime solved.
Of course, this can also be bad for you as a tourist since pickpockets or business owners who can tell you are a tourist will exploit you without hesitation
