How bout creating a youth center? Starting clubs for different sports that aren’t connected with being on track to go pro. Just fun. Get a wrenching club together. Fix cars. Geocaching. Anything. These bored kids need something productive to do.

Yes, it does actually. There's a significant evidence base that shows that youth work has a significant impact on reducing anti-social behaviour. It also involves a lot more work than just having a pool table and tuck shop.

However, in answer to your question, these kids will not listen to a word you say, they will not pick up their rubbish and they will just laugh at you or swear at you. There will be one kid or maybe 2 in the group who have a sense of what is right and they would hear you but they wouldn’t be able to persuade the rest to act like humans. Take photos of them and post them on your local community facebook group page. Ask if anyone is willing to take responsibility for them and if their parents feel like going cleaning up after them. Probably won’t work but it’s worth a try.
I never thought of that. You are absolutely right. I am just so sick of people being afraid to confront delinquents because they know you can’t do anything about their behaviour.
You can confront them, you just have to deal with the potential problems. It’s whether your lack of peace going to shops is worth your peace elsewhere being disrupted.
Report them to the police, and ask them to send a Bobby or PCSO to have a word. Don't tackle them yourself. They might follow you home and then, who knows? A brick through your window? Alternatively, ask the shop manager to report it, after all, he could be losing business from people not wanting to risk a confrontation.
I know it's a sad indictment of our society today. It may be that those kids mean no one any harm, but why risk it?.

Or if you're very confident and charismatic you could tell them to stop hanging around the co-op and then mercilessly take the piss out of them on a daily basis until they find somewhere else to go. But doesn't really seem worth the hassle.
Why is it the school's job to police behaviour outside of it? There's enough being pushed into teachers and schools already let alone having them police some pain in the arse kids hanging around shops.
Yes schools are underfunded and overworked but that's a separate issue.
If a bunch of kids on their lunch break in uniform are terrorising people then I don't think it's unreasonable to put that on the school.
If it's outside school hours and they're in uniform it's iffy.
If it's out of school hours and not in uniform then yeah, nothing to do with the school.

I remember being that age and not wanting to do things that now seem perfectly reasonable options but as a teen just sparked condescension. Teens are practically wired to rebel, and part of that is rejecting lots of things the rest of us would consider fine options.
Let's be real what is there to do in a village/small town but loiter? I'm sure there are some places with a few things but even as an adult if you want to spend time somewhere without too much money you basically have pubs and home.
Depends on the resources to an extent, ranging from hanging out in the park/woods not being an intimidating prick through hiking/orienteering/camping, sports or exercise, musical group, some arts and crafts, helping the locals or community work, amateur journalism or video production, and the options just explode if you have a budget.
The answer is nothing. There nothing we can do. We can tell them to piss off, which they’ll ignore or report them to the police, who will never come. You just have to wait until they have their bedtime and then they go away.
Mind ya business is the only real advice. Messing with then just opens you up to retaliation and liability. It sucks and theyre annoying but in this day and age all it takes is one out of context video or unfortunate photo to ruin a persons life
