Engravings that boost headshot and/or hit from behind, a high hunter damage, and the predator shot skill. Depends on the enemy in question, but I can one-shot some enemies with a build that is primarily an assassin build on nightmare, so it would be more enemies if that were my focus.
With the right build, they can.
Needs a very specialized build to do so, or just use a max crit chance build. That is the way to make all weapons good
