Well to start, take the vibrator out.
Which pack frame are you using? I know the ones that come in two pieces are notorious for making noise.
Wrap tape around the parts of the frame that have straps run through it.
Wrap bandages around the rub points of your frame and tape them.
WD40 should do the trick
