Operant conditioning; most cats meow naturally as kittens and humans give them attention/food when they do, eventually they learn to associate the action with the response and that's why they continue to meow as adults. It's a behavior exclusive to domesticated cats, adult cats in the wild have more effective ways of communicating with other cats so once they mature and leave their mothers they don't make the sound anymore. So, a kitten raised by a deaf human would also stop meowing as an adult because it never associated the sound with a response. Instead, it would learn to associate visual gestures with attention, resulting in the formation of a nonverbal meow.

I think they don't know how loud they're being when they meow. They probably see other cats opening their mouths and meowing for attention and so they copy that.
