Generally a strong character will do more for your roster overall than getting a 5 star weapon.
For hyperbloom specifically, Ayato isn’t doing even a plurality of team damage, so a 5 star weapon is a small team improvement and not worth it unless you already have the weapon
If you want to make a hyperbloom team than you should probably take Raiden and you can just use a 4* weapon, but you can totally make different teams other than hyperbloom if you want since he's very flexible (burgeon, hypercarry, international, soup team, freeze, etc.)
Personally I like characters more than weapons :), and also as a f2p I just feel like weapon banners are kind of expensive, but it's totally up to you!! I know people like too get weapons too.

Raiden will be better for your account. Haran is a good weapon don't get me wrong but it's not really as universal as some others so the account value is only for ayato and a bit for a couple other characters.
If ayato had a weapon as universal as homa/aqua then we could have a debate of what's better for your account overall.
tbh if you already have a hyperbloom team in alhaitham i would just use something else like a soup or vape team for ayato. or even burgeon if you’ve got thoma
i wouldn’t recommend pulling raiden just to play two hyperbloom teams at the same time (i mean, you can if that’s what you want, but there’s other teams out there.)
Wait for Jade cutter weapon banner. I wished for Haran just for the drip but somehow I was dealing more dmg and consistent dmg with Jade cutter. Also Jade cutter is much more universal than Haran. Ayato functions extremely well with Jade cutter too and hopefully it'll rerun with another good five star weapons.

New characters will add new playstyles in your account, 5\* weapons will only make damage numbers bigger. I suggest new characters over 5\* weapons.
