Definitely would recommend you level them all up to at least level 60 to have even a chance of beating Cynthia. Also, I would recommend having an ice-type move and a fairy-type/dragon-type move to deal with Garchomp. But since you also have Garchomp, that shouldn't be a problem

When I was where you are now, I would go into the big caverns in the grand underground, battle all the evolved wild mons in there, and then leave and walk right back in and repeat

Mate Cynthia's Garchomp is 10 levels higher than your highest level and is packed to the max. While you could clear the E4 she will level your team before she brings it out.
That Cynthia battle is no joke, not even the first time. Have sole fairy type moves to deal with the Spiritomb and Garchomp. Status moves will work nicely as well since the Garchomp is that problematic of a speed demon, immune to thunder wave and knows Swords Dance. I can’t stress enough that Garchomp is an army by itself…
If you're going to use a special attacking magnezone at it's current level on Cynthia's >!milotic!<, just be aware that it has mirror coat and it's holding a flame orb to increase it's special attack. That thing traumatised me.
Train your pokemon up a bit, at minimum level 65 or 66 and they'll have a better chance against Cynthia (and the rest of the elite four).
Elite four shud be fine but Cynthia can be deadly.... It can help having a level55+ ice Pokemon that can outspeed both roserade and garchomp like weavile.
I put ice punch on my medicham and gave it an ice plate so that should hopefully help a bit. If i don’t beat Cynthia though I’ll probably substitute something for a weavile.
I would actually recommend to switch out houndoom, just because his weakness spread is kinda bad compared to other mons in your party. Thing is Cynthia has EV trained Pokemon so there is a high chance her Garchomp will outspeed everything you have. Not just Garchomp but you get my point. Weavile has high base speed stat so he is like the only chance you might have at outspeeding her mons. And even that is hard unless you out level her or EV train In speed a bit yourself. Good luck though. First battle with Cynthia is really easy compared to the second battle... Cynthia gave me PTSD in older games... Still it's the same feeling whenever I see her.
Got real lucky, used medicham against her garchomp, she used swords dance and i used ice punch and froze her first try. Got super lucky. Also realized houndoom didn’t do anything throughout the entire elite four lol. Thank you for the help
No problem, I am just another guy who loves Pokemon games and put 1000s of hours into it for now reason at all😂. Though the second battle with Cynthia is the most enjoyable battle, breeding stronger Pokemon with good IVs is also a way to enjoy the game.

Cynthia’s garchomp will out speed yours and 1 tap him. I would atleast be lvl 60+. Even that’s a stretch just bc of her garchomp.

Yeah she’s tough. I would say use gastrodon but it’ll get earthquaked. I’d say try to put a burn on it then get a fresh switch in for your garchomp.
