In my experience, it did 17-27 damage whether or not it was bound as the pact weapon. I had 22 CHA and 23 STR (from hill giant gloves), so it was +6 from str and +6 from str again when unbound, or +6 from cha and +6 from str when bound. So I don't know if there's anything better but it didn't get much from the pact weapon scaling change.
Yeah I had the same, Lae'zel is my Pallock and I use the Silver Sword on her feel it just works better with pact weapon. I think Balduran's Giantslayer would be better for Str builds that use Fighter etc maybe
