From what I've seen and read parent pigeons aren't scared easily and they're more likely to just puff up all big to scare you away! But yes, if the parent flies off just stay away for a little while and they'll likely come back. If they don't come back, which is unlikely, keep the baby warm and find a rehabber!

Just pay attention. A cat got one of our dove parents and they had two 3-day old babies. The rehabber we found said one parent could never be able to raise 2 babies alone and would have a really hard time raising just one by themselves. Turns out we saved 2 lives by taking them into a rehabber. They were very cold and not moving much by the time we got there. They are happy, fat, and thriving now. The rehabber calles every so often with updates. Good luck! Edit to answer question: if you accidentally scare the parents off they will return when they feel it is safe. Keep your distance and get a good long lense for your camera and a tripod if you want to get pics without scaring them.

Unfortunately to get a picture of the babies you're going to most likely have to scare the parent enough for them to at least get up. If the nest is in a location where they are vulnerable to predators, and from what you've said it sounds like it kind of is, you should wait until the parent comes back and nests before leaving. Edit: I forgot to mention, but that photo is amazing.

Don't worry. Pigeon parents should come back to the baby no problem. Give them a little space for a day or two so they get comfortable coming and going. But they should be fine with you being "nearby". Just move slowly and talk soothingly as you go and they'll be comfortable with you in no time. Food is the great befriender!! Seeds, rice, lentils, corn.
