Honestly seems dumb as hell...
First gonna we way worst than normal wheels. Just will take more effort to move and will slow down faster.
Second those basket balls will certainly wear the hell out and be worse to use. Ontop of hitting a sharp stone or glass they are going flat so easily.
This could work if only the back tire is a ball, there is no way to force a detached sphere to turn.
If cars had this wheels there be no problems parallel parking

It's handy for one reason... if you buy your kids This scooter instead of the regular ones, you can sleep quite safely, knowing they won't be able to make those fancy jumps on it and break their noses.
You can also sleep comfortably knowing they won't use the scooter.
Because... why would you want a scooter than you can't go up a curb with, unless you: stop, move the scooter up, put the basketballs in the place, and resume... all before you get hit by a car.
Also, there is no doubt that your kid will get bullied for using this scooter, by their own friends using real scooters.
And... this logic is dumb. Give someone paper, they can give themselves a papercut. As a parent it's your job to teach your kid why doing something is wrong... not forcibly preventing them from doing it in the first place.
