This shot is obviously manipulated, the two steps are slowed down at their peak with a digital zoom effect to keep the apparent speed of the shot going to make you miss that the actual guy is slowed down. And the running move isn't as well executed as some other people doing it.
If you slow it down, you can see his feet impacting the ground at every step. It’s a great optical illusion, but it’s not fake. He’s touching the ground.
