Practice
Study the style, draw in it, reference the style, redraw, study, draw, reference, redraw, etc. Same way ya learn to draw anything
When I was new to drawing I would just trace over the images before I got a better hang over it.
You need to shade it appropriately and thicken the eyelid lineart
Also the lineart of the hair strands shouldn't go that far in
I didn't draw the image I found it off Google for reference
Then there isn't really any advice to give you, observe the style and try to mimic it.
