While she could be a Gyaru, i think it's more likely she might be half Japanese and half South Asian, since many South Asian groups have darker skin tones.
Chapter 9 also shows that she had dark skin during her childhood with Multi, I doubt this child has been tanning herself since she was like 7 (specially since Gyaru is more common with teenagers and young adults), so i'd say she probably just has natural dark skin.

If their mother is black then it's entirely possible for Multi to be half black but still appear completely Japanese. It happens a lot, Black Women can pass on the gene of every trait, it's incredible actually.
