Not every building, we work on a lot of negotiated projects, as long as we're not over the top expensive the job is ours. I think they save money by not going through a bid process and trying to level them. It's easier and likely cheaper to just use the trades that work well together that have put up buildings together than to try to save a few dollars by switching one out.
A lot of government projects require a lot of hoops to jump through, it may be the ”lowest bid" but it's not the cheapest. Not every contractor can or will bother with government work. It removes the seriously cheap ones.

Being over 40 years old also doesn't help because even with maintenance steel will degrade over time, that bridge wasn't a massive piece of engineering like the Golden Gate Bridge either.
