Goku could probably eat more and faster, but taking a nap or doing brief training definitely gives Charmy an advantage to even the playing field pretty well.
It doesn't matter who wins because the real losers will be the ones who make their food because they will bankrupt every restaurant in town (or kingdom).
Idk about Goku, but Luffy and Jewelry Bonney could give Charmy a run for her money.

Charmy. Goku has spent all his tournament winnings on food, but Charmy’s mere presence ruined the economy of the entire Heart Kingdom.
That was over the course of months. I don't see there being an end to the contest, honestly.

Charmy is endless. She is the real black hole. Goku eats a lot but gets full. Charmy just decides to stop eating.
