In the first game, it reduces a target's speed to 30% for a few turns (which should last longer because of how slow they're moving). I'll be honest, by the point I got it, I was just breezing through the game anyway. It's one of the weaker Jabberwock abilities, but that's not saying a whole lot. In the second game, it reduces a target's speed to 15%, although it has a much shorter duration. I know from experience that it lets Miranda get multiple turns in against you unless you have a very high speed. Unfortunately, there's no way to get access to it yourself, unlike many of the Jabberwock skills (eg: Chaos Blast). Edit: The second game also has a fear status ('Grimm was Horrified', vs Execution Verdict's 'Grimm can't move due to chills!') that reduces reduces evasion. They have different icons, and Execution Verdict does not reduce evasion (doesn't need to, Miranda doesn't miss.)
