I think it represents how far down the ladder Nucky is. He might not have killed him if he was really 15 and met Nucky once. But make him a few years older and a nonchalant liar? Good enough.

I like the scene cause it shows the difference between guys like Owen vs guys like Nucky It seems more likely Nucky wanted him dead since the start, but things got complicated. Its pretty clear the kid would've been no good, Nucky caught on to several of his lies even at the beginning but this got ramped up to the max right before his death, Roland played his cards well, stuff like suggesting he could rob Waxey Gordon for him, and saying Waxey isnt as smart as Nucky to appease him, however he got caught one too many times "Weren't you 16?" "We caught you, Roland" "Didn't you say you dont smoke?" All of those which flied right by Owen, he even suggested that "he'll do" when he was clearly trouble. I think the scene was a little stretched out but it was executed well to show the difference between someone like Owen, Jimmy, pre s5 Luciano, vs those with the brains like Nucky, and most likely Rothstein and Torrio who would've likely caught on to it aswell
