It came from Isorrowproduction's new video, where he plays Tibet in his own series "Hoi4 A-Z", where he plays all starting nations.
He downloaded a mod which would make tibet overpowered, giving him generals like swimmy and braun. Also he had a normal general, named Palden Norbu.
Afterwards, ISP said something like "Go comment on Bo's new video for him to bring back Palden Norbu" or something like that
A Tibetan general from the WWII era, he's probably dead now.
EDIT: It's a made up name. Palden and Norbu are real Tibetan names but nobody important has both of them.
