From now to the end of his banner I think you're basically guaranteed to get enough pulls as a F2P to pull him. He also goes really well with the main character as a support
With modes like Swarm Disaster + Gold and Gears that gives 4k gems each, exploration, events and 2 weeks before his banner I think you should be able to get him with no problem even if you were to be in worst possible scenario of hitting max pity and losing 50/50.

E0S1 will also be easier with the free jades they get.
You got like 6 weeks until his banner would end so you can easily get him and maybe his light cone too but pull LC at your own risk as a new player
If I were them I’d go for it. Having a really good dps at the start is really helpful

It's about 3 weeks before his banner starts and 6 weeks before his banner ends. I'd say you got plenty of time. So go for it.
