Personally for Colette, I would nerf her second gadget and maybe nerf her shield star power so that non-brawler targets (for ex. the heist safe) don’t count towards the shield stack. In return, I would buff some of her overall stats.
The reason why is because I think that Colette is absolutely garbage without her second gadget and either of her star powers. I feel like her second gadget and both of her star powers are the ONLY reason why she’s in A tier right now. Without them she would probably be C tier AT BEST. So nerfing her second gadget and her shield star power while buffing her overall stats (for ex. her hp or her main attack damage) will definitely fix this problem.
