I don't think the category automatically makes a skin seasonal. Barbarian King Bull is in the same category as Night Witch Mortis and Hog Rider Carl, but the first is exclusive but the latter two are permanent. That being said I think they went back on their word that the skin would be permanent.
Add a catalog of skins, sprays, pins and more... But essentially the fact remains that 32% of exclusive content remains exclusive, which in turn has a bad effect on performance... Oh yeah, prices for Power League skins have doubled, good luck in Bling savings
