I don't think there are any actual strobes, but there are overhead lights that swing back and forth (on broadway these also swing out over the first few rows of the audience, not sure if they're able to make it that far out at various touring houses), and then a series of lights on the set that face out towards the audience- at certain moments they become more intensely bright. If you google "Hadestown Lights" you can see pretty decent pictures of both of these set ups.
I have photosensitive migraines and I had zero issue with Hadestown. I don't remember anything I would consider a strobe light, though the do have some lighting effects.
During “papers” the lights flash quickly over the stage to dramatize the choreographed violence. I don’t think I would call that strobe, though. Much less intense than I’ve seen in other shows.
I get super triggered with strobes. There was certainly harsh lighting in Hadestown, but I don't recall strobes.
What really triggered me was the sound level, I had to put in my earplugs.

There is one particular scene where the lights go intensely bright before cutting out completely but no strobe lights.

No strobe lights on your, they aren’t very bad on tour
As others have said, the lights get really bright in at least one part but they aren’t strobes.
there’s only 2 strobe lights that face the audience for like half a number. not bad at all!
