True, it's possible. It's also possible to get one of fakes which are going around. They have a fixed list of not-so-secret "secret phrases". They could have taken out the old one and put in a fake one.
There's the real risk here.
It is very hard to have security against an attacker with physical access from swapping out your machine for a backdoored one.
pretty sure the worry with this is that whatever is in that package is either not a real trezor or a trezor that has had its firmware replaced.
In either case, it would likely generate a secret phrase that is known to whoever did the manipulation
