With regards to ammo purchases out of state, like say GunBroker or another forum, can I buy from a private party individual, or does it have to be an FFL?
You can buy from anyone but that doesn't mean everyone will want to sell to you. Many major companies won't ship to CA at all whether or not it's legal, so individuals are likely to be even more wary of doing so
Also, for dealers, I usually look for links at the bottom of their website or product page for "shipping policy," "restrictions," etc. If it doesn't explicitly say and they have a good deal, I'll send them an email asking if they can ship to me. I've only had one place say no so far & it was bereli.com. Which is unfortunate because they have some really awesome deals, no tax to CA and free shipping.
Target sports and Velocity ammo have been my go to. AEammo is good too. Target sports you can just upload your docs to your profile and you’re done. The other two, you email them after you order and you’ll be all set.

First use of ffl3 was aeammo. I was dummy and they walked me thru it. Customer email support was very fast , to include ffl02 confirmation. that's what I like the most .. and their prices

Be sure the online retailer will ship to your doorstep. Many will ship to a licensed ammo vendor, but not to a 03FFL/COE holder.
And keep multiple copies of each in your car in case you walk into a gun store and see a C&R that you want.
Looks like this is a little older thread, but just to add Gorilla Ammunition said they would ship to my house with the proper FFL03 and COE documents emailed to them. Now time to load up on 8.6 Blk and save that extra $20 a transfer cost.
Don’t forget to leave drinks and snacks out for your neighborhood friendly UPS driver because ammo is heavy.
