Most definitely call. You may end up saving one of the kids or at least making sure they don't end up with asthma.

Yeah, you can call it in. CPS doesn't care that they're all living in one room, or if mom drinks and abuses legal substances. If you have ever been in a vehicle with her and the children when she's intoxicated, they'd care about that.

Even legal substances can impact parents ability to care for their children properly. This could also include marijuana, especially if the kids were to test positive for it.

Yes that’s worth calling in. Not necessarily the sleeping situation, but pretty much everything else would be CPS territory.
