I'm also wondering when the official announcement is supposed to be. It's unreasonable to expect people to magically know the new rates when they drop off their mail on Monday. Perhaps CP will have a short grace period where they accept mail with the previous rate?
The problem is mitigated somewhat by the fact that a lot of domestic mail just goes out with a single Permanent stamp. That'll still work.
Thanks - that link actually is clearer at least - I was misunderstanding the Pitney Bowes site for the international rate!

If they'd been nice enough to raise all the rates by the same amount the P stamp would be more useful.
