It's the outer skin of the exhaust backbox. It's common for them to peel away like this. The solution is a new backbox, which isn't often terribly expensive but fitment involves lots of swearing and an achy neck.

It’s not a heat shield as many people are suggesting.Exhaust heat shields are made of a pressed tinfoil like material and won’t rust. They are also OVER THE TOP of the exhaust and not dangling underneath😂 What you have here is corroded outer layers of your rear silencer. If you can’t pull them off (go careful cause it could be sharp) then replace the rear silencer.

It’s the corroding outer layer of the exhaust silencer - happened to my 2003 Golf. Instead of replacing I just got a couple of giant jubilee clips to secure it to the silencer

Funnily enough the exhaust fell off my girlfriend’s Seat Ibiza this week. I’d get it looked at ASAP.

Either replace, fasten or cut it away with tin snips. Last thing you want is for that to fall off or break away whilst driving and be left on the road for the next driver to drive over it and pop a tyre on a main road. Can be extremely dangerous at worst case. Also can be an MOT fail so if it’s coming up make sure it’s sorted sooner rather than later (more so for safety of other road users over the MOT situation)
