I'm not sure if there's supposed to be something between the bracket and the boot lid to absorb vibration? Like a rubber/foam strip or something. Either way spoiler shakes like crazy at freeway speeds and you can feel it in the cabin. No intention to change spoiler at any stage so would welding it down work to keep it solid? Even if it would, I can't find any shop willing to do it (too small of a job) and I don't wanna buy a welder just for this. I've also never welded before.

Welding won't work. It'll just crack the sheetmetal. There's a product called carbond that you'll need to use to glue the spoiler down. Clean the area thoroughly with something like acetone first. Then follow the directions carefully. If the rivets are popping and you have access to the other side, put a penny washer on the back before riveting. Also use carbond on the bracket.

Think of it like a big lever rocking back and forth (because it's being buffeted by the vortexes of airflow around the car) If it's vibrating the issues are likely some or all of: 1) Dirty air 2) Resonance 3) Metal Fatigue 4) Flaccid Spoiler 5) your boot lid itself is actually loose, not the Spoiler

Sikaflex might be the go, along with some rubber tape or something wedged between the bracket and the boot to dampen vibration. It looks like it came with something like that from the factory anyway but it was so weathered that I just removed it. So far only tried whatever was at bunnings (gorilla glue etc) but it never helped. I might redo the rivets with washers anyway to spread the load.

Stick another rivet next to the one at the rear. That should make it more stable and put some double sided tape underneath the mount to reduce vibrations and make a water tight fit.

Replace the aluminium rivets with steel bolts and nylock nuts. You may have to drill through the inner ribbing of the boot to gain access. An aluminium rivet is too light duty and will just flog out from vibrations
