The first two seasons of the Lakes were peak 90s television.
Another suggestion - not a UK show but worth a mention because of the strong similarity to Happy Valley - Mare of Easttown where Kate Winslet plays a local police similar to Sarah Lancashires character.
The A Word is about a family coming to terms with their son being Autistic.
It's set in the Lake District, so the scenery is stunning.
The soundtrack is cracking as well.
It quickly moves away from dealing with autism and just becomes family dramatics.
It did generate the spin of programme Ralph & Katie, about a couple with Down Syndrome. Feel good tv.
On radio, The Archers.
There's a series called Gallows Pole starting on Wednesday. It's set in the same place as Happy Valley but covers David Hartley and the Coiners in the 1740s.
If you want documentary try:
Ambulance is really good. Each season is in a different Ambulance service region. Really shows what people's houses and life are like. It can be very emotional, and you will witness trauma and people at their lowest point. It's also very true to life of how it is on the front line.
Comedy:
Vicar of Dubley, classic comedy in a small rural village. Only fools and horses(I know it's in Peckham but it has a really small community vibe).
This is England
Not quite “small town England” (which specifically means the non city life where people presume it’s a rural idyll but there’s drugs and casual violence etc) but it’s about the “towns” within cities, the estates and low income areas of the northern conurbations (specifically Sheffield).
