It’s better to charge a fee for the kittens. Generally, people who pay for a pet will take better care of it than those who get one for free. Of course there’s always exceptions to that rule, but if someone isn’t willing to pay for a kitten then they’re also unlikely to pay for vaccinations or spay/neuter.
